Link wheels are tough to out-source, because most provider services are tight-lipped about the other sites in the link wheel. Its therefore almost impossibly difficult to become comfortable with the quality of sites currently participating, and the quality of sites that will be accepted in participation. Long story short, I agree with HP, best to go about link-building in the natural way: immersing yourself in a good online community to share and exchange real links, article writing, having your own blog, and engaging in general online marketing.

When building a link wheel, it is of utmost importance to add appropriate content on your website. It could be a special phrase or keyword. You need to deal with matter which relates to your main website. If your website is related to cricket then you could write a few articles or blogs related to cricket. This would surely help you increase your page rank.
